Attacks against humanitarian aid workers have received increasing attention in the media, particularly high-profile incidents such as those against the hospitals of Médecins Sans Frontières in Afghanistan, Syria, and Yemen. Concurrently, scholarly research has given rise to a number of articles, white papers, and books on humanitarian insecurity. Most of this work centres on external threats, neglecting the internal mechanisms that humanitarian organisations use to mitigate security situations. This paper builds on the existing literature by focusing on the decision-making processes of humanitarian organisations, drawing on data collected from 16 security managers or advisers. The findings reveal that several factors contribute to contextual uncertainty and complexity, including recipient perceptions, local government actions, the behaviour of other non-governmental organisations (NGOs) in the area, logistical issues, risk variance within a single location, and organisational mandate. Furthermore, the results indicate that NGOs utilise a combination of decision-making processes to determine how to manage security in high-risk environments. 相似文献

Citizen science has generated a growing interest among scientists and community groups, and citizen science programs have been created specifically for conservation. We examined collaborative science, a highly interactive form of citizen science, which we developed within a theoretically informed framework. In this essay, we focused on 2 aspects of our framework: social learning and adaptive management. Social learning, in contrast to individual‐based learning, stresses collaborative and generative insight making and is well‐suited for adaptive management. Adaptive‐management integrates feedback loops that are informed by what is learned and is guided by iterative decision making. Participants engaged in citizen science are able to add to what they are learning through primary data collection, which can result in the real‐time information that is often necessary for conservation. Our work is particularly timely because research publications consistently report a lack of established frameworks and evaluation plans to address the extent of conservation outcomes in citizen science. To illustrate how our framework supports conservation through citizen science, we examined how 2 programs enacted our collaborative science framework. Further, we inspected preliminary conservation outcomes of our case‐study programs. These programs, despite their recent implementation, are demonstrating promise with regard to positive conservation outcomes. To date, they are independently earning funds to support research, earning buy‐in from local partners to engage in experimentation, and, in the absence of leading scientists, are collecting data to test ideas. We argue that this success is due to citizen scientists being organized around local issues and engaging in iterative, collaborative, and adaptive learning. 相似文献

Due to resource constraints, long‐term monitoring data for calibration and validation of hydrologic and water quality models are rare. As a result, most models are calibrated and, if possible, validated using limited measured data. However, little research has been done to determine the impact of length of available calibration data on model parameterization and performance. The main objective of this study was to evaluate the impact of length of calibration data (LCD) on parameterization and performance of the Agricultural Policy Environmental eXtender model for predicting daily, monthly, and annual streamflow. Long‐term (1984‐2015) measured daily streamflow data from Rock Creek watershed, an agricultural watershed in northern Ohio, were used for this study. Data were divided into five Short (5‐year), two Medium (15‐year), and one Long (25‐year) streamflow calibration data scenarios. All LCD scenarios were calibrated and validated at three time steps: daily, monthly, and annual. Results showed LCD affected the ability of the model to accurately capture temporal variability in simulated streamflow. However, overall average streamflow, water budgets, and crop yields were simulated reasonably well for all LCD scenarios. 相似文献

An increasing demand for the development and implementation of low carbon energy systems has furthered the need to understand the factors that influence a community's support for or opposition to local energy developments. Carbon dioxide capture and geological storage (CCS) is one such energy system where it is widely acknowledged that public perceptions and acceptance of CCS technologies are critical to their implementation. CCS refers to the capture of carbon dioxide emissions from industrial sources and the long-term storage of these emissions in stable underground reservoirs. This case study examines how place attachment and community networks factored into resident's perceptions of a proposed CCS project that was ultimately canceled due to local opposition. Participants were concerned about preserving shared places, spaces, and interactions that were valued by community members. Results demonstrate the need to ascertain how locally affected populations view CCS or other energy developments, especially with regard to their ideas about community, sense of place (ties to area and local relationships), and how they communicate about those factors. Such factors are important given the initiative to develop low carbon energy systems in rural areas. 相似文献

Gull eggs have been used to monitor contaminants in many parts of the world. The Seabird Tissue Archival and Monitoring Project (STAMP) is a long-term program designed to track trends in pollutants in northern marine environments using seabird eggs. Glaucous and glaucous-winged gull (Larus hyperboreus and Larus glaucescens) eggs collected in 2005 from seven Alaskan colonies were analyzed for organic contaminants. Concentrations ranged from below detection limits to 322 ng g−1 wet mass in one egg for 4,4′-DDE and differed among the samples collected in the Gulf of Alaska and Bering and Chukchi Seas. Chick growth and survival rates may be affected by the contaminant levels found in the eggs, but the eggs should be safe for human consumption if they are eaten in small quantities. STAMP plans to continue collecting and banking gull eggs for future real-time and retrospective analyses. 相似文献

Current United States National Park Service (NPS) management is challenged to balance visitor use with the environmental and
social consequences of automobile use. Wildlife populations in national parks are increasingly vulnerable to road impacts.
Other than isolated reports on the incidence of road-related mortality, there is little knowledge of how roads might affect
wildlife populations throughout the national park system. Researchers at the Western Transportation Institute synthesized
information obtained from a system-wide survey of resource managers to assess the magnitude of their concerns on the impacts
of roads on park wildlife. The results characterize current conditions and help identify wildlife-transportation conflicts.
A total of 196 national park management units (NPS units) were contacted and 106 responded to our questionnaire. Park resource
managers responded that over half of the NPS units’ existing transportation systems were at or above capacity, with traffic
volumes currently high or very high in one quarter of them and traffic expected to increase in the majority of units. Data
is not generally collected systematically on road-related mortality to wildlife, yet nearly half of the respondents believed
road-caused mortality significantly affected wildlife populations. Over one-half believed habitat fragmentation was affecting
wildlife populations. Despite these expressed concerns, only 36% of the NPS units used some form of mitigation method to reduce
road impacts on wildlife. Nearly half of the respondents expect that these impacts would only worsen in the next five years.
Our results underscore the importance for a more systematic approach to address wildlife-roadway conflicts for a situation
that is expected to increase in the next five to ten years. 相似文献
